No, NetBSD's version of gtar cannot:

-bash-2.05b$ gtar xzUf LinuxHldsUpdateTool_9.pkg
gtar: Unaligned block (5817 bytes) in archive
gtar: Error is not recoverable: exiting now

BUT:

Downloaded FreeBSD's tar binary from another box. Symlinked that one (I
called it ftar) to /emul/linux/bin/tar,

-bash-2.05b$ ./steam
Checking bootstrapper version ...
Getting version 9 of Steam HLDS Update Tool
Downloading. . . . . . . . . . .
Steam Linux Client updated, please retry the command
