Lazy they're NOT. They just focus more on eye candy than defensive programming, and in this case it's Valve's bottom line that will suffer.

The information was already public, and other than valve who cares if
some people get HL2 for free, it doesnt effect my ability to play it.

True, if it only affects offline play. Does this exploit affect online play? That would make it it impossible to effectively ban problem players.
