hl2mp maxplayers has be hardcoded to a max of 16 in the valve.rc In other mails it seems that editting this file allows you to supersede this limit. -maxplayers via the command line startup paramters should allow you to specify less than 16 however if that's your goal. -ip and -port also should work just fine still.
