Permissions are fine, and no mods. Yes, the ban file is empty every
time I restart the server.

well Running writeip and writeid before i restarted server worked...
i cant imagine that it would write over the entire file... all of your bans
are lost when you restart? even the ones there from the saved file? perhaps
you have some permission issues and its corrupting the file? make sure the
user running the game server has the right permissions on the folder and
banned_ip and banned_users files to write. Other than that what mods might
you be running that could affect it?

I dont have a banned.cfg or a listip.cfg. They are named banned_user.cfg and banned_ip.cfg (this is CS:S im talking about) And what other data would they have in them besides the bans?

Well, I wonder have you defined that those are your banned users cfgs?
might look and see if your banned.cfg and listip.cfg files have all the

data

in them...

I already have:

exec banned_ip.cfg
writeip
exec banned_user.cfg
writeid

in server.cfg. Shouldnt that do it? After I restart my server, the
banlist is empty. I have to copy back my "master ban list" then do exec
banned_user.cfg to get it back. Weird.

try that all in your server.cfg so each map change it will run.

I have a script thats copy and sort the list every 10 minutes and redirect
the results into a own banlist.cfg... This list is then symlinked to every
css-server so I get "global" ban on all servers.
