VAC doesn't use that message. The message format for a VAC ban in the
logs is:
"Secure: \"%s<%i><%s><>\" was detected cheating and dropped from the
server.\n"

One thing VAC certainly doesn't do is tell you the cheat it detected.

These are standard messages when VAC detects a cheater. All clients will
get this message and its available in the server log file. And yes, it
bans immediatly after this message.
