if you look at some of the custom maps out there things behave much more like you'd think they should. One of the de_nuke maps has barrels that you can stand on and move around, etc. I first noticed that right after valve released an update, and I thought maybe they'd fixed the goofy physics stuff. But then as soon as the server was on one of the stock maps I found the same goofy physics were still there. It is definitely a mapping choice.
