Here's some more data on this that I was able to determine after many
hours of testing on Saturday.

For reference here's my bot.cfg which until the update I called from
server.cfg:

bot_prefix "[H]ot |"
bot_difficulty 1
bot_chatter radio
bot_join_after_player 0
bot_quota 4
bot_quota_mode fill

The problem seems to be that executing the cfg before the server has
authenticated with the steam servers causes two things to happen, first
the bot's won't join the server, and second no real players will be able
to join any team other than spectator.

If the cfg is manually executed after the server authenticates and goes
online then everything works normally and the bot configuration survives
a map change.

If the cfg is executed to soon (i.e. in conjunction with server.cfg)
then it breaks the server and if it's executed with server.cfg on a
subsequent map change it will also break the server.

I experimented with a delay in the bot.cfg essentially delaying the
execution of bot.cfg by 200-400 ticks which worked fine for the first 5
of my 8 servers but broke for the last three (increase in auth time??)
and would break the 5 working servers on map change.

We are working on a fix for the problem of bots filling up all teams.
Right now the only work around is to disable bots (or to manually
trigger them once a player has joined the game after map change). A fix
should be out later this week for this problem.
