If /proc doesn't exist the engine tries to calculate the clock speed using some assembly instruction magic, but on a busy system (if the game can't get two scheduler slices next to each other in about 10 attempts) then it just gives up and prints that error. This functionality has been around since release however, I can't explain why it just showed up now.
