If your server is on port 27015 (the default) then you must open port 27015 UDP.
For SRCDS you also have to open port 27015 TCP as well if you want to use RCON. You will have to keep an eye on your server to make sure it stays on the list. You will probably need to restart the server every 2 or 3 days regardless of how active it is.
