Well, just an experience from one of our customers:
The customer complained about a lag-affected game experience since the
last update.
We commented all his *rate settings out off his server.cfg.
The server ran and is still running at 33 tickrate.
Nothing helped so far, but then I told the customer to just check his
client settings cl_interp. Because of this tickrate setting with values
of 66 and 100, many players set these values to 0 to get the hitbox more
synchronized with what the enemy model and so on (you can read about
this everywhere, guess you know that).
I just told them to st cl_interp 1 again. His anser was in turn:
"We set cl_smooth 0 and cl_interp 1 and everything was fine again."
Well, this customer once did have our server running with tickrate of 66
but wanted us to disable it again just a few days before the update. So
I cannot say for sure if it is just the tickrate difference or a
workaround for the low fps and higher cpu usage problem (which we can
confirm on AMD and Intel with Debian Linux 2.6.x and 2.4.2x - but not
all servers seem to be affected, kind of strange). Maybe you want to try
with these client settings and tell us your experience.
Btw, did anyone try to disable VAC 2? Because it came with the update
that makes thi trouble, maybe it's the reason? Just thinking loudly, of
course I can do it myself, but in Germany it's time to sleep now... :-)

As to "just do what he said" I would, but first I would like to
understand it...
Hell, that's how I started learning computers in general and Linux in
particular. Trust what people say, follow it, and find out WHY they
said it when it's all running great.
I admit to being ignorant on this topic, which is why I asked the
question. If you can't handle people asking questions, even ones you
consider dumb, I recommend you discontinue using mailing lists, and
possibly the Internet as a whole.
While I am thoroughly enthralled by your advice, I'd remind you that I
don't know what net_rate does either, but I'll still change it as per
Alfred's request when he asks us to do so for troubleshooting purposes.
Understand it or not, I can evaluate the results and report back,
which is what is needed, here.
