Maybe someone can confirm or deny, but I'm not certain I would trust Windows's measurements. I've heard that it has very poor statistics, particularily with game servers and reporting correct CPU utilization. Just because it says 5% doesn't mean its necessarily running any better. I'm not saying this is true, just saying I've heard that.
