For us its been bugged for ages, what we have to do to get around this with steam is take down any other interfaces it could bind to, run the dedicated server, then up the other interfaces. Very messy, but only way have got it to work. Afaik steamport was broken as well in a recent release and haven't heard that its been fixed yet.
