This sounds like an interesting idea, but how well does this scale? What happends when 10 people are downloading from your site? What happens when 1000 people are downloading from your site... or, let's look at the figures.

How many custom maps? Now, assuming that you will have players pulling files non stop, who has the unmetered bandwidth and web server to facilitate this? A central place for servers to odownload files is one thing, but a player download spot would be a major undertaking.
