Whilst not on a lan, this is my command line for our public server:

D:\hldm\srcds.exe -console -game "hl2mp" -port 27015 +map dm_overwatch
+tickrate 100 +maxplayers 16 -autoupdate

Works fine.

Not really no.. this is on a different system and I don't have this ability,
besides the lan party is today at 11 so i'm pretty much screwed...

It's not the command line.. I have said in previous postings that my
internet server works fine with the same command line, the only difference
is that system is a single cpu system running redhat 7.3, and i've tried all
the variants of the srcds_binaries and added +sv_lan 1    even with the most
basic command line it still doesn't work.. I run a lot of servers and are
familar with the comand line structure by now, it's the first thing i
checked... it's not that.. a CS16 hlds server on the same box works fine on
the LAN also....
