I have personally never heard of this. It's the bug they are currently working on. The only way to decide I've found is to check the history of a STEAM ID. For example if you see that steam ID connected over the last week with an IP always starting 175.192.x.x and suddenly a cheat comes on with that ID but the IP is 195.149.x.x then you can clearly tell it's not likely the same player. Yeah, it's very annoying.
