Just to add to this, CPU load hit 100% with 6/18 players which caused the 2000ms+ pings.
The server normally only just reaches 70% CPU load when it is full. According to some players on the server this issue occurred mid-round and it apparently seemed to happen at the same time of day but I strongly suspect that that is merely coincidental. Unfortunately I was not around when the pings were high so I have no more information. I have removed the beta for now as it makes the server unplayable.
