Does it? I've not noticed this. I can also request files from my sv_downloadurl web server (running IIS 6) using IE7 Beta 2 Preview just fine as well, and I've had no reports from users to suggest otherwise. Did you try adding your web server's domain into trusted sites before uninstalling?
