Actually, I imagine that it's intended to be a deterrent to ruining the game, just like copy protection is intended to be a deterrent, even though tons of games are available on usenet before they hit store shelves. Joe Sixpack won't install cheats because it's too much of a pain in the ass, just like Joe Sixpack won't give John Sixpack a copy of 3r33t Strike Force 2000 Platinum Pro because it's using safedisc and a cd-key authorization system.
