Only problem is that these rates shouldn't be locked, but perhaps
server admins should be able to specify clients' rates on their
servers. Perhaps something to enforce it without changing the clients'
rates permanently. The way I figure it, there are still going to be
programs that allow them to edit the variables in the memory, so
you're only going to bother the people that would benefit from changed
rates, such as those that play at LANs. I don't like that they can
report them falsely, but we shouldn't punish those who would benefit
from different rates for the actions of those who will find a
work-around.
