sv_minrate and sv_minupdaterate do not seem to work at all on Linux.
We don't allow our admins to use any kind of client execute so we must warn
kick and ban if they wont comply.

These server settings seem to have no affect at all.
We have found many players setting them below any acceptable level and they
are very glitchy in game until they are brought back up to at least default.
Once brought up to an acceptable level that amazingly hard to hit player can
then be hit. I am talking about broadband players with sub 50 pings.


I do not understand why with all the server/client and data transfer
information the game has access to, that these things are allowed to be
played with and not forced by the game after a player connects to a server.
