Just sign up for steam bans, or some similar service. If you look around you may find GSPs in your area are maintaining a local list of bans which you can download in a cron job, and perhaps even contribute to.
For instance, in New Zealand we have a steam bans list mostly moderated by recoil: http://ban.co.nz (user/pass guest/guest), but there are other GSPs involved too. As far as max length goes, I believe there is a maximum length, but can't remember what it is for the life of me. The above ban system, as implemented by recoil, has around 300 banids to a file, then an exec nextfilename at the end of it, which points to the next 300 banid commands. So you setup a cron job to download sbs* which will grab sbs1.cfg sbs2.cfg sbs3.cfg etc... The tail of each execing the next. Another solution, which doesn't restrict you from the above as well, is to move your ban maintenance to something like amxbans for hl1 mods, which is quite handy for searching purposes, especially if you're running more than one server. Then all your bans are stored in a database, most likely mysql, and you can forget about potential file size limits forever!
