What exactly is the reason for that other than that 64bit no longer
functions?  Why has VALVe not developed a 64bit variant of VAC2?  Why was
64bit technology so touted by VALVe and then dumped?

Okay, but you can't run a server with the 64-bit binaries, that is why you
are getting errors.
