Are you referring to max_framerate or fps_max?

Just toss an alias into the command line:

+fps_max XXX +alias "fps_max wait XXX"

It will force your fps value at all times and will null the variable after
it's been issued one time.  You can do this with just about anything.

+max_framerate 0 +alias "max_framerate wait 0"
