Any Orange Box games are locked at 66-tick.  So your sv_maxupdaterate should
really be set to 66.  Same with sv_maxcmdrate.

The reason your cmdrate is 33 may be due to your client having a cl_cmdrate
of 33 or possibly you are only getting ~33fps client side.  cl_cmdrate is
the rate at which you, the client, send data to the server.  If you have a
sv_maxcmdrate of 33, this will also be a cause for 33 for the cmdrate.
