Afaik net_maxfilesize is the maximum size of file a game server will send to a client ie it's for when you _aren't_ using webserver download.
Try downloading the bzip2 file to the game server, uncompressing it, and comparing it to the original map. A good example is dod_kolsch. After the download is complete, the game responds with "CRC error". The file on the webserver is good and can be downloaded and unzipped with regular browsers without any problems. The maximum of net_maxfilesize is 64, maybe this is the reason.
