This is similiar to CS Source exploit where user connects and disconnects rapidly. Steamid never verifyes and only solution is to ban IP-address before this goes on too long. Then at some point server crashes because it cannot handle so many requests. Looks like player can change class as much as he wants but there is little that can be done. Perhaps Valve could introduce a limit of max 5 class changes in 20 seconds or something.
