I'm not sure about Linux but for Win32 I had to copy the steam_appid.txt 
file to the folder where the hltv executable is to get hltv to work.

I used hltvstart:
export LD_LIBRARY_PATH=".:$LD_LIBRARY_PATH"
./hltv $@
