There seems to be a bug in the server that doesn't time out reservations
like it's supposed to.

For instance...

When I find a server hasn't accepted new clients, it's usually because it
received a reservation request and then the party never joined. Then the
reservation doesn't time out (you can see this by typing sv_unreserve in
your console, it will likely say that it was reserved for NEGATIVE seconds
which is a bug. If you unreserve right after a reserve you see it is
positive.)
