sv_visiblemaxplayers is set by the admin plugin automatically according to maxplayers - reserved slots. HLTV is a real player on the server for the plugin, because it is present and take one slot. HLTV was counted as a player before this update and it was displayed in the server status. It's the same with SourceTV, it is right now counted as player and it is shown in server status. As you can see, I have no chance to change the sv_visiblemaxplayers, because this is set automatically by the plugin. And the plugin handles the reserved slots.
