Their current system will obviously clear out a lot of the garbage redirect servers, but I think they'll need to plink a few of the higher profile servers which lie about player counts in order to get the point across that they are serious about the users experience. Some of these servers have been lying for such a long time, they've amassed enough regulars where they score above valves threshold, which sucks for everyone because their regulars would play anyways, and the newer players still get the crappy join -> huge difference in claimed vs real players -> quit frustrated.
As someone said before there is a lot of 'racing to the bottom' between servers operators, and as long as they see that places like Lotus Clan can get away with it, people are going to continue trying to do it. Maybe Valve is planning on another wave of master server list drops right before the sniper update to teach them all a lesson =) I am very happy that they did wipe out a lot of the spamtastic fake servers though. Kudos for that.
