Tickrate is locked in TF2, and TF2 being on the orangebox engine uses a lot
more CPU than older engines like CSS, etc. You might be able to reduce a
little by dropping the max FPS down but to be honest...good luck when they
release another update. Every update makes it use a bit more CPU so it's
likely you'd be better off just getting a better processor.
