Some of the changes to hlds_run look familiar. ;)

I cleaned up this new hlds_run a little more.

Changes from latest official hlds0319 beta version:
- DEBUG is treated as an integer all of the time, rather than as an
integer in some cases and as a string in other cases.
- New -beta parameter allows server files to be updated to a beta
version when -autoupdate is set
- Script syntax message includes -beta parameter help

P.S.: Kudos to whoever put in the more correct test in line 140 (144 in
my latest version). Also, thanks for finally updating this script!
