Valve use bots in their developer commentary system, too. But the IBotManager interface of the current OrangeBox SDK is broken since the Scout update.

In my community, practice maps like that are run on match servers while there isn't any matches on, but I can see a clan with only one server might run it public some of the time, and have it on airshot maps the rest of the time.
