Out of interest,

Does the server console show any attempt to connect to master servers? I 
know you have included nomaster but I've not dealt with DOD:S so I don't 
know how it behaves. Your startup line looks correct though so I am 
confused, you are right in saying it should show a steam id of <LAN>. 
Maybe try firewalling all srcds ports off from the internet?
