He has FTP access?

Well, wouldn't he just be editing the server.cfg? Or starting a server 
process with a +servercfgfile specified?

Confused somewhat... if you don't want him having the ability to 
modify/create then he shouldn't have those permissions (i.e FTP) on the 
server?
