Seen this a lot in the past. Usually if there isn't anything major going on at Steam, like some master server being down or moved, the problem usually lies on the gameserver itself. I've seen issues where i am able to enter 10 different servers but 1 keeps rejecting me. In this case, the server has some old master servers in it's blob's or something. Deleting those and doing server update will propably fix it.
