Not sure if this is the cause, but I was just in a game and someone decided to exploit something on the Concert map finale. He managed to spawn stacks of grenade launchers.
Everyone's ping then started to go up and everyone began to warp around, I just left the game. I'd suspect he would have sent that server to high CPU usage since everything began to lag and degrade.
