when running a new tf2 server I get the fallowing output

I have all tf2 listening ports open
dedicated public facing IP
no DNS issue that I know of.
I do have a long-use dynamic IP.  (lasts about 10 weeks)

Clients cannot use custom weapon layouts
Any help?
