Do you mean the players who watch the sourcetv lags? Are your players seeing 
the lag?

On one of my TF2 servers I have a sourcetv spec that does not let anyone watch, 
and does not record, its just for advertising the website, and it does not seem 
to use any extra cpu / memory.

First bottleneck to look at is number of spectators. Should you have 30+,
you better set up a dedicated SourceTV relay.
