Is sourceTV on the same box as CSS? If so try taking it off that box. Also, try 
lowering the STV fps and change the chase camera to auto. This reduces stress 
on the server since only one player will get broadcasted at a time. I'm not in 
front of a box atm to give you the cvars.

Do you mean the players who watch the sourcetv lags? Are your players seeing 
the lag?

On one of my TF2 servers I have a sourcetv spec that does not let anyone watch, 
and does not record, its just for advertising the website, and it does not seem 
to use any extra cpu / memory.

First bottleneck to look at is number of spectators. Should you have 30+,
you better set up a dedicated SourceTV relay.
