You can always join into the ghost player slots. We have two servers, TF2 and DOD:S. The TF2 server has much more players, because DOD:S is nearly dead right now. On both servers we have the ghost player issue, but we have also reserved slots. Many players connect manually to the reserved slot and take the ghost player slots, so we don't see many ghost players on the TF2 server. On the DOD:S we have alot of ghost slots, because we don't have players who connect to the reserved slot. If your daemon shows a correct server info, players can connect and take the ghost player slots.
