I used the cheapest plan here: http://www.caratnetworks.com/vps.php It's not Web hosting you just get a shell so you apt-get install apache2 vsftpd and configure yourself, if you know your way around linux it's a really good deal... I usually got speeds between 1MB/s at peak times and 5MB/s at night.
