It's a bug in TF2 that came along roughly about 2 updates ago. Whenever i start our TF2 servers, there are no masterservers set if i check with command setmaster. Server reports none and if i manually add the 2 new masters, they list up fine. For some reason, the servers won't connect to masters by default or if they do, they do not receive any ok from them. Try it yourself, boot a TF2 server and check the master servers from it's console after that.
