I used that country IP blocking  a year ago too and added some of the 
major spamming countrys. Soon I had to realize that the large amount of 
rules (only Europe and few US ranges where allowed) raised the latence 
mo0re than 15ms. Also the Gameplay with DoDS, CS, CSS etc. became 
"sluggy" I dont know if that happens for L4D 1+2. But with these FPS IP 
blocking by country is a no go.
And if you thing of using white listing IP ranges instead you will lock 
out some of the people you want to let in. Normally the geoip lists are 
incomplete. At least for europe.
