Status command (and i suspect also ping too) are limited on purpose.
Valve employee or then it was sub contractor for CS Source (Hidden Path
Entertainment) stated this on the forums but gave no reason. It is known
exploit and players could spam these 2 commands on their client to make
servers lag.

I think it's some anti-spam thing that limited queries to one per X seconds.
