Do you have any settings, or mods or iptables rules, that prevent your server from getting flooded with queries? I just tried querying my own server over and over (info and players) and didn't get banned - not even when querying in a while loop without delay. The server stops responding at some point but another query a minute later succeeds again. So it doesn't actually ban me. The only change I know of is that A2S_PING was disabled entirely for TF2. So ping will simply timeout.
