I agree there's a big difference, but most (real) players don't like playing multiplayer games with bots, no matter how good the AI is. So it makes sense to penalize playing bots in the server list, to increase the usefulness of the servers browser to the eye of the player. An alternative may be having spectator bots not take a player slot at all, but I fear now we are digging too deep in the internals of the engine.
