Theoretically I guess so, but I imagine Valve has put in some kind of
IP checking-device. I mean I guess they COULD get a different IP each
time but if one person can go through that whole process to the point
where you're actually blacklisted then I guess bravo to them. I used
to be paranoid about being caught in the "blacklist hell" when the
server crashes (especially after updates like the last ones) a bunch
but I've found they kept with their original word and are only
filtering out the really bad servers.
