Infact yes, 2 of them have and 2 of them had the issue of redownloading
currently existing games.

Ask them if they are using the Steam Trading Beta. That happens to me
with it quite often, I sent martinoo logs and such but have not gotten
any replies. So if they are using the Steam Beta, tell them that's
probably why - probably unrelated to today's update.
