Sorry if the answer isn't very satisfying. I don't have a better one. 
Counter-Strike is important to us, but feature development is always a tradeoff 
between effort, expected rewards, and the lost opportunity of developing 
something else. New features like replay recording are still coming to CS:S, as 
you've seen in beta. Valve is a very fluid company; I can't answer how we would 
evaluate the tradeoffs for every possible feature CS:S idea in the future. It's 
certainly not "dead".

I hate to say this but that's very cryptic answer to the question. 
Simple yes or no would suffice as me and propably others are just 
interested will the game improve / get actual updates in the future or 
does it just lay there and receive engine fixes.
